ECS is decent and they still provide boards for OEMs, but in that price range, I would also look elsewhere. It's possible he may end up with a rebranded ECS anyway, but all of the big players offer boards within his budget. As for specific recommendations, it all depends on what platform/socket he's building around. DDR2 covers a litany of platforms.
