Isolate the wiper motor from the body and remove the fuse. Measure the resistance between the wiper side contact in the fuse box and the ground. If get a resistance under the MOhms range, you've got a fault in the cable somewhere. If that checks out, I'd suggest it's the wiper motor.

Hehehehehe, cough, so anyway... It sounds like the motor is struggling as it's a lot easier to lower a window than open it. Either the motor/mechanism needs looking at or the wiring. Stick a multimeter on the contacts at the motor and make sure you've actually got 12V when you press a button. If it isn't the wiring then strip/clean/lube as much of the motor/mechanism you can get to. ps ...

Pop to the scrappy and get another motor perhaps? Edit, before you do, you could try unplugging the motor, then switch on the wipers and test the connector for current. If the fuse blows again with the motor disconnected you know the short is in the cable somewhere. That is going to mean systematic inspection of the cable back to the switch though, to find the short which would probably take ...

The most obvious tip ..... don't unless you really have to. If you do have to, avoid sharp manouvres, like braking sharply. Smooth gentle pressure does it. Allow plenty of room from the car in front, accelerate gently in low gear and try to avoid letting wheels spin, and brake smoothly and gently. And ..... don't panic.
