The real genius behind them is that they seem to expand well even when shot through clothing like denim that seems to halt expansion in all other hollowpoints. I don't have any cool youtube videos to display this but you could try searching for some.

I've never shot an elk in my life, but in my opinion a well placed shot with a proper bullet in 7MM-08 should work just fine on an Elk.
I also think that a bigger bullet would be a bit better, if I were going Elk hunting I'd grab a .30-06 (but I already have one).

When a FMJ strikes a person pending on where you hit them, a FMJ will be a clean wound. When a JHP or a HS striks flesh it will mushroom making the internal damage much greater.
IMO a FMJ would stop me, but its not as devastating as a JHP or a HS.
Here's a quick picture I drew on paint. The left depicts a wound from a FMJ and the right is a JHP.

To be honest I can't answer your question regarding comparability to 30-06 or 308, but i was under the impression that steel core ammo was illegal after like the late 80s. i could be completely wrong.

I'd like to add, remember Michael Platt from the 1986 Miami shootout. Outgunned 3:1, from the forensics report Platt suffered "unsurvivable wounds" early in the fight, then went on to wound 5 LEO's and kill 2 others before dying himself.
