Well first off you need to start working on basic commands so the pup understands what you want from him. Have you considered obedience classes? They are relatively inexpensive and sometimes your local
humane society offers them at a discounted rate as well.
All of your problems can be solved with basic obedience and lots of commitment on your part. Consistency is key here.

What do you do when he acts scared? It's important not to comfort a dog when he/she is scared, as this tells the dog "yes, you should be scared. good dog" instead of actually calming their nerves.
I suggest going slow, and rewarding the dog for his bravery. Ignore him a little more (not completely). Try distracting him with
obedience training too (when outside). Not sure if any of these will...

Firstly, 6 weeks is too young to be away from its mother...so yes, I'd say they were irresponsible breeders who were just trying to make some money and get rid of the pups fast.
Secondly, I've done a little research and apparently your pup should be around 10-15% of it's adult weight at that age so it sounds about right to me.
However, there are some great Labrador people on this board ...
