I have a chihuahua too. When she was a puppy she didn't mind the cold but now she prefers to be in the house during winter weather. Your chihuahua being accustomed to warm temperatures all year round will make it very difficult to adjust to the cold, most chihuahuas like to be kept warm. I suppose it all depends on the dog. I've never had a senior dog that required extensive surgery, so I can't shed much light on that situation. If he is in otherwise good health and doesn't have a history of having a reaction to the drugs they use to put him under, what do you have to loose by having him operated on? I'm not sure of any homeopathic remedy that will help out with seizures. From all I've read, they need a medication to keep them in check if they are being caused by something treatable. Seizures can be caused by a lot of things. Genetics, tumours, cancer, epilepsy, etc. If you are concerned about your boy, I'd contact a vet and see what they think. Just make sure that your dog has water to drink. Have you observed anything unusual in your dog? Try feeding him bits and pieces so that his stomach wont be totally empty.
