And why wasn't the solution to install flow meters in the pipes enetering each apartment?. At the end of each month / or year / you sum the the total water volume used in the building and divide by each individual apartment's water volume. Then each apartment pays the cost times this fraction. Large systems are usually much more efficient than many small systems. (water volume apartment/water volume building)*total cost water...
