Yes, you can. I didn't do boss rush in normal and went straight to hard mode and did boss rush.

Hi there, treasure 5 is near the place where you fought ace, on the highest platform where you fight some guardians, close to the wall. Arlong and calgara are not in the survival mode, but the boss rush mode. you access boss rush mode during story mode at the last island(central) not at vs mode and survival mode when you see the main screen .

You're in island 3 and still don't have it? Try to exit and re-enter the boat a few times.

also, if you learn a normal move via code, you won't be able to use it. luckily, the only moves i couldn't use were 2 of them. if you do a save transfer, you still won't be able to do them, luckily, just switch the moves around, then use them. for example i couldn't use master nails, so i switched the moves (in ep 2) to the beans shot, which i could use, then i switched it back the master nails,...

Where are you fishing? Maybe you should try to enhance the fishing pole line, farm some vines and try to fish farther away.
