I agree it is a pain in the butt. Some outfits now make it so you HAVE to watch the preview before anything else. I really hate that. It certainly isn't what I paid for.

The "sneak peak" of the next season began when the show's premiere was moved to January for S4 and the DVD release date was moved to the first Tuesday in December. With filming starting in the summer, there was time to get it on the DVD. Note there was no preview on the S1 or S2 sets. (Kiefer had a ver basic spoken overview for S2 on the S1 set.
