I think Mussica might be something like you are describing, but the original sample is some sort of Antique Roman style. Sackers Antique Roman is similar, but with much lower x-height. I think I have seen that weird ’f’ before, but I can’t find it. - Mike Yanega

And PTL Superla . Or FF Super . The former has a wider weight palette, small caps and a stunning Black, the latter an accompanying Condensed and fancy display ligatures.

Looks like an “off” version of Kabel Black . Some of the less popular metal sans serif faces had alternate characters to allow them to “pass” as Kabel. This may be one of those.
