How to record bank charges on bill?

( We use "Enter Bills" to record all the items we received from vendors. We have to pay in advance for the inventories sometimes. When this happen, we use "Enter Bills" but check the Credit box and record the grand total we pay for the vendor. Then when the inventories are received, we enter bill and do "Pay Bills" to set credit for the bill. My question is, what is the correct/best way to...

( So it is true you can handwrite the forms and send in legally? i was thinking i may need to fill in on a typewriter if couldn't in QB. No i haven't set up anything kinda scared someone told me if you put something wrong in a area then you mess it all up and can't fix it. So i am waiting on a friend to help that knows QB. ( Thanks for answering. I bought your book over a year ago and that encouraged me to become a ProAdvisor. I quickly got certified in 2008 and 2009 over the summer. The rep. at Intuit recommended it and suggested I get 2010 done as well ASAP. I have gotten very few calls from the website so that is why I now hesitate to buy 2010 and get certified. ( It does not cost extra. You don't fill out a form. QB's does it for you IF you have set up QB's correctly. First, did you set up the contractor \(vendor\) as a 1099?
