Domestic fares are filed to airports, not cities. DCA and IAD have unique fare structures that have most fares airport specific (written into the rules) and as such fares from one are not valid at the other.

Whenever I've gotten something like 64K or 63H for a seat on OLCI it has always meant aircraft change. Sorry - hope its an upgrade!

I was able to find dates in April to make this work. It's a pretty decent deal at $1,350 USD. It's a shame I can't do SFO-LHR-LAX- SYD-SFO this way.

If you are not dependent on the DEQM, then yes, it should post in time. The longest it's taken for my UA metal flights to post is 48 hours.
If you need DEQM, current wisdom says you need to wait until Friday for DEQM to post, and even that's not a guarantee.

It just means saver award availability is only available for one ticket on that flight, and booking two tickets would require a standard award redemption.
Meaning, the flight is probably at XC1 in terms of business saver inventory.
