I think that although you are probably right, the US is considered a democracy for this definition.

Viti Levu is getting hit the hardest. At one point today as it was going over Navua it strengthened into a Cat 2. The only good news is it is a weird cyclone
as the leading edge has the strength and the rain and the back side is weaker and has far less rain. Of course there is flooding, but not as bad as last Jan.
