3.73 should be fine, you will still have a good comprimise on the driveability/mpg/not too much rpm/ and "get up and go" factor.

I downloaded a rebuild guide from mbmbrakebooster.com and apparently the hydroboosters that come on gm's are staked input rods and can not be disassembled unless you cut the rod(which I'm going to do anyway to lengthen it). But I think their kits don't come with seals for the .60" input rods(which is the one i have), only the .68" ones. So if there's no fluid

The only real way to check the wires is measure the resistance. A
visual inspection usually doesn't do much unless you have a broken wire.
STP air filters are cheap.
The extremes are nice mufflers. I run them on my Scrambler.

You can do what they call the Ultimate TBI mods, they are essentially free if you have a dremel. You can also buy a big round
air cleaner like the old carb'd cars used, or just flip the lid on your stock aircleaner. Then there's longtube headers. Custom tunes, and roller cams. I'm not the TBI expert so somebody else should chime in for other specific things.
