Depends on what you call "worth it". Some will say its bad because it helps people see your plates better. I don't do anything illegal so I'm not worried about that. One of mine went out and I did a search and found a thread showing a few others plates w/ LED lights and I really liked the look given the rest of my exterior lights are either LED or HID, so it makes it all match.

My guess is roughly 300-450 I paid $300 to get my hood painted and installed at a local small shop. And that's with hours of fiberglass work and hours of troubles when installing it.

I think it looks great, I love the tough offroad look. are you doing any other black out? if so I would say your center caps would look nice black if you not getting new ones when you get a lift. Also paint your head lights, there is right up in the tech. articles and niteshade the tails and blackout badges and over lays.
