I'm curious about the rationale behind having a chip in there, especially since passports tend to be bent and squished into pockets and the chip could easily be damaged... Maybe it falls under the "if it has the appearance of protecting the homeland it must be good"???

I would create a "dummy" account on ExPo (like xj_mike-help). I would send out an email to all of my emerency contact with the user name and password with instructions that if they receive our Help message, to log into ExPo, copy and paste ...

Because re-defining the worlds productive economies on the basis of what may be spurious science driven by one-sided consensus is a bad idea. Even the UN's IPCC report has errors in it: There is a claim that the Himalayan glaciers were all going to melt in 2035. The actual report that near-factoid was based on said 2350....a bit of a typo, but thats not stopping those believers ...

It's the passengers with the automatic weapons and Rocket Propelled Grenades (RPG), many of which are the armor piercing variant's, that convince the ships to heave to. Single and even double-hulled tankers are pretty thin-skinned and unable to endure the force from a shaped projectile. Lethal triad... oxidizer + fuel + heat = boom + ecological disaster.
