When you are making a post... under the text box where you enter the body of your post there's the Submit Reply and Preview Post buttons. Under them, there's the "Additional Options" section. You want the third checkbox under "Miscellaneous Options".

So, it's my understanding that press releases are not supposed to be announced in the General or Rules fora, but in Publishers and Press Releases. Does this apply for the Non-RPG fora (Art/Media/Software) as well? I'm asking because I have been unsure as to whether I should flag these (via Report Post) to be moved. This seems to be particularly noticeable in the Software forum, where D&D-related software gets announced...
