At the Display Properties window click on the Appearance tab then click on the Advanced button, this will open the Advanced Appearance window. The most important thing to do before you do anything else is to make sure all your data is backed up. Perhaps your neighbor can help you do this. If you need guidance, post back. I happen to agree with Pegasus that the most prudent course for you is a Clean Install. Otherwise, you are just taking unnecessary chances. because if I recall there is an official "data" folder like you mentioned that is required by some third party programs; however, if the data folder you mentioned was intentionally created by you, then it you can move it by all means.

When first at the Recovery Console you are presented with a list of
Windows installations. The first thing that you must do is select the
Windows installation that you wish to logon to. Did you type in the
number of the Windows installation (usually 1) and then press <Enter> to
logon to the installation?

Explorer.exe has a number of other processes associated with it.
It's most likely a sub-process or application that's running in the
background and taking all the CPU resources, which could be
the cause of your PC running slow.
To find and display what could be the problem try Process Explorer:
