  because if I recall there is an official "data" folder like you mentioned that is required by some third party programs; however, if the data folder you mentioned was intentionally created by you, then it you can move it by all means.

you might try microsoft's sync toy and use the "echo" option; ensuring your "left" side is the card and the "right" is your folder on the disk. seems to work fine for me.

Explorer.exe has a number of other processes associated with it. It's most likely a sub-process or application that's running in the background and taking all the CPU resources, which could be the cause of your PC running slow.
