Go to Tools, Accounts, select your mail account, Properties, Connection.
What does it show for connection?
You must either leave that unselected (in which case WM will use whatever
connection IE uses), or else select the Local Area Network.
Also, under Tools, Options, Connection, the first box should be checked,
and the second ...

Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.

Don't assume that your issue is the same as everyone else's. It isn't.
Looks like you are running into a port 25 block. When you got that error
message, was your Internet connection being obtained from Roadrunner,
or were you using a laptop away from home?
If sending from home, which antivirus are you running? Some of them...

The error message indicates that the Itelgua server thinks you are
trying to send a spam email. Contact your provider (Itelgua) for help.
As for not being able to send while away from home, that is normal.
As a general rule, the owner of the SMTP server you are using must be
the same as the entity providing your Internet connection ...

First, test your password by logging in to your webmail:
http://webmail.ntlworld.com/
If that works, it proves you have the correct username and password.
A likely reason for the username/password failing is account corruption.
One thing you should try as a possible quick fix is to delete that corrupted
mail account, restart Windows...
