What you paid isn't necessarily the listed value of the home. When you bought in 06 the town assessment was 230,500 and now it is 205,700 with the public record so that did go down. Not sure how Zillow is arriving at their numbers but the agent that listed your house originally had it a lot lower than the 06 town assessment price. So maybe you got a nice deal!

Unfortunately, there isn't much you can do regarding how other owners on your block use their property as long as it isn't illegal. Philly has a lot of renters, between the section 8, the college students, and other rental markets. Honestly, if I were not channeling my assets toward grad school, I would probably be picking up rental properties as well. Philadelphia is a market anomaly where the carrying costs are far lower than rent...

This hom is not currently listed on the market. There are several 3 bed, 2 bath homes on the market in the area. One is listed at $110,000. Let me know if you would like the list.

Hello macy08 your first responder (Mike Emery) provided you with good information, but I would like to add there are income limits (part of the qualify) (125,000 single/ 225,000 couple). If you are low income (usually 30,000 or 54,000 couple) with a dependent(s) you may also find value in checking with your city to see if there are any "special first time home owner programs" that you can apply...
