a subsidiary of the district. What good is it to spend $600 or $700 a year just so they can go out of their way to defend an ADMINISTRATOR and leave a teacher out in the cold? I am currently looking for an outside attorney, and I hope I can get one before the statute of limitations runs out. I believe I would get a pretty good settlement out of the district.

Where did they come from (I know they're much older than the current administration in NY) ? I can't come up with a reason why they would exist that fits. Why would an administration do this if it effectively "fires" a teacher without saving a penny since they continue to be paid to sit there?

...where this happens. There ARE some bad teachers...and the process was developed to deal with those cases of bad teachers in NYC. But now, in order to save money, more teachers are being treated this way (not just in NYC, but elsewhere). They AREN'T all bad teachers...some have trumped up charges entered against them to stress them out and push them toward the retirement door earlier than they would have chosen. These...

When any union allows its members a free pass, you can expect reactions like this. Just like with crooked cops and quack doctors, there probably are bonehead teachers who need to be weeded out. Better for your own group to make sure their members are up to snuff than to wait until the wrath of the public is aroused. if "we" is the federal government than there isn't much of anything TO cut. But there are many localities where funding has been cut (or even eliminated) for GT programs because they don't have enough funds.

They don't reach tenure--ever--because they aren't regular contracted teachers. This subverts tenure and teacher morale as a whole because districts end up getting a system of revolving door teachers in order to save money. They never become vested in retirement, a huge expense.
