I'd also like to add that it shouldn't be some complex CP like universal unemployment or something. Keep it simple to XO or States. Remember, these are smart people too and they can be won over by arguments they understand. Just don't use terminology and you'll be fine. Also in your varsity year if you want, you can have a specific affirmative case and neg strat that you make specifically for lay judges, so that they have...

Well, I haven't had too much debate experience, but I've found that turns work pretty well. We say that X legislation will not pass in the status quo and passing our plan gets Obama more pol cap, helping X legislation pass.

If your judge is truly lay, then using terms like T and inherency will of course confuse them. Calling them dumb is also not particularly helpful (you didn't know what they meant at one time either). Adaptation is key. If your judge doesn't know the jargon, then explain the concept behind the principle in the way it was explained to you.
