In the eyes of the Palestinians, this is a side issue meant to put off the creation of the State of Palestine by Israel. In the Arab world, a settlement freeze, an exchange of soldiers, or the release of Arab prisoners are just interim measures to deflect from the real issues, i.e. the final status talks.
