For people who suffered a medical catastrophe or lost employment, I could see how this would make sense. It's kind of a partial bankruptcy. However, for people who are not otherwise financially sound of mind this will only make matters worse for their future by justifying their poor habits and putting them into a hole they will continue to dig.
