You didn't mention anything about Housing in your list of workers. If this position worked on some Housing items, like Section 8 or CDBG rehab you could use those admin funds to offset some costs. Good thinking with the
grant-writing position; the more grants they secure the more your department has to spend (both admin and project costs).

I'm not the best at what retailers need, but the
Macy's that is looking at my city is using a 10 mile radius and about 100k people. I have no idea on the average income.
I don't know if the market as a whole makes a difference, but I'm in a suburb of Phoenix and there is another Macy's about 10 miles down the road.
Also, all the Macy's are located in regional malls.

And did
the commune or kibbutz that you worked on ever fill up and have to turn people away? Did you ever have a shortage of anything such as not enough cars for people to run errands, that sort of thing?
