You are just making a chain 3 loop.
Do 3 single
crochet, chain 3 and then another 3 sc back in the same ch-6 loop.
It is just a chain 3 loop that will form a very small bump. I hope that hopes.
They are calling this a picot, but its not a real picot stitch. Its just a bump.
Hope that helps

I'm about to finish the main part of my blanket and being the edging. I've never done
rounding before and the edging requires it. I've read how to do rounding and I've read the instructions to do the edging but it doesn't make sense to me. I'm going to write down the instructions and also write down how I'm reading it. Please let me know if I'm understanding it ...

If you are making lace linearly (not in the round, like a doily) it's nearly always turned.
Some lace is made by making a looooong chain (about 3.5' for a pillowcase?) and working back and forth across that chain for several rows until the pattern is completed.
Some patterns are made
the narrow way, say if it is 2" wide you work back and forth, turning, across the 2" until you get ...

Reverse SC is usually only done as one row.
It will look even more different than the rest of yout hat.
What I do is work into the back loop only on all right side rows, on the ear
flaps.
Then it does not matter if it looks different.
This is not a wonderful picture but will give you a bit of an idea.
Mine is all done in US DCs and on this one, I actually did the back loop only on ...

How is it used in the pattern? Sometimes it uses incomplete dc's to make puff stitches or

Does
the snowman have arms? I have seen patterns where you start from the neck, then past the shoulders skip stitches on each side of the body, and keep going for the trunk and beyond; the holes on each side of the body either become sleeves or a spot to attach arms to.
"ch 1(underarm) ,mark top loop of ch, for st placement, then skip next 8 sts, slip st in next 10 sts."
Is the next...

At the start of a row
The ch 2 is the first part of the
hdc2tog, make another hdc in the same stich - that is the 2nd part of the hdc2tog, then proceed as normal.
At the start of a row different stitches are usually replaced by chains.
