It's possible it could happen, but I doubt it. If your current, your credit will more then likely not accept a settlement offer anything less then what the balance is owed. Now, if you were late, and near CO, that might be a different story.

I thought Lates went "away" after 3 years? We should recap the lesser-known ways FICO punishes GOOD Actions, as per FICO's model them being Bad. This is nice Theory.... but isnt the system set up for Profit? Also, there is that pesky Credit Card Act....

If they are asking for all that stuff, his chances are probably pretty good. If you don't mind providing the info, go for it. If you don't feel comfortable providing the additional info, don't.

I've always thought 5 and over accounts reporting a balance (even though I PIF) leads to deduction from FICO as ridiculous. Also, Inqs from non lending institutions such as utilities, phone etc should only appears as softs...

the 7 years is from 180 days plus 7 years from the first late/derog. does it show when it was first late? are you getting the dates from a hard copy mailed directly to you from the four major CRAs?

not that anyone wants me to post, but you may be better off asking this question in the SL forum. IMHO there is no "good faith" from partial payments unless you have a written agreement stating as such.

I'm assuming your credit reports are clean? If so...is it worth it to you to take the hit on your reports if you negotiate for less?

What area of the country are you in? There are some good regional banks in the Northeast (where I am), but they do not lend out of the region. Big banks are treating small business owners like lice, so avoid them if you can. Local and regional banks/CUs are the best option. Ideally, if you can get in front of a loan officer/Underwriter you are in a much better position....

FICO doesn't factor in income because that's not part of credit. It's the job of the lender to determine DTI and whether a debt load is acceptable. Maybe utilization on accounts with CL less than a certain amount should count less, but I don't think total debt should matter for FICO.
