Yeah, check our Virgin Mobile. They're really pleasant to work with, and they have a bunch of plans that could suit you. I believe they even offer 1-year plans, in addition to monthly plans (that differ from prepaid in that you have a legitimate plan, just without the time commitment. So it's like you're renewing your plan at the end of each month, if that makes sense.).

Are they actively hiring surgical techs at local hospitals? Have they hired graduates of the surgical tech school lately, how many get jobs right after completing the program? Or, perhaps there are other saplings around her house that she can just relocate.
On a related note, I have a pine tree outside of my house that I got in the third grade as an 8" tall sapling. Now it's like 8' high.

I would mandate decreased prices for medical school (root of doctor shortage, people get in heavy debt for a stressful job- a major concern for doctors). I would base costs on packages, not the amount of treatments given.
