You might want to check your 12v battery. I have heard that a weak 12v in a
gen 1
Prius is the usual cause of lower mileage.

For minimum drag, it would be better to completely block the upper grill opening and to allow whatever amount of cooling air required to enter through a smaller opening in the lower grill. Ideally that smaller opening would have a door that could be adjusted to match the current cooling needs on the fly either by the driver or by an automated controller.
