I am done the xml colour information. Next things to do: Get leaderheads arranged (or use blank one or 2d where applicable), AI personalities Make tech tree in Vanilla using tech tree editor (I don't know why it didn't occur to me to just make them in vanilla...) Again, I've started work on The Peacekeeper Wars. I know I've said that alot, but I mean it this time. (The Total War games also started annoying me. The AI is lightyears behind the CivAI). I currently have the leaders and civs in using JEELEN's flags from MoO2. I have about 1/3 of the tech tree in (the tech tree is about 3 times longer than the default FF one.) A starabase starts out as an improvement (which is, I think, invisible) built by the construction ship. The when the improvement is completed it is immediately wiped out and a starbase unit is created on that plot. CIV4ImprovementInfos.xml has the info for the IMPROVEMENT_STARBASE, including what terrains are valid via the TerrainMakesValids section. I've messed up Final Frontier...
Somehow, in my modifications of Final Frontier, I seem to have removed the ability to build a starbase. I'm not entirely sure what I did, but I'm fairly confident it wasn't in the python, as disabling the canBuild callback does not let me create starbases.

You can acess the XML by right clicking on the file and going to open with. Select notepad and its good. For python, I don't see why you need it. From what I can tell, everything you want done can be done in XML. For Final Frontier I don't know because I know the code was modified heavily by firaxis.
