If it's a PG-only, no stock at all, I'd go with a laser rather than a red dot. PG only you're going to be shooting from the body or the hip, not from the shoulder, so I don't see how you can properly sight anything else.

Since you are going to use it primarily for birds you might as well go with an over/under. I have heard good things about the Stoegers. They aren't fancy like the Italian guns but they are in your price range. I want to buy a Condor

I'm with you. My SHTF gun is an 870P without all the do-dads. While I have much love for AR's they're simply not practical. In the end I sold all of my .223/5.56 rifles/uppers and only kept a dedicated .22lr rifle because I won't be
bailing out with it anyway.

Personally while the Saiga looks
super cool you can get a mossberg or Remington for a lot less. if you still want a saiga thats fine also. A mossberg or Remi will be easier to load given a Saiga is a fixed mag shotgun.
No matter what shotgun you want to get get a 12 ga. Simply a lot more options as far as loads than a 20 ga. You dont need 3 inch magnum shot for HD. you can easily use 2 3/...
