Probably a different IP scope, that's all, everything else is as it was before. Same card, same node, same everything, apart from that he has a new IP address in a different address range.

Probably when pigs fly - never. We see promises of upload increases and never see them. In fact around Christmas last year I got an anonymous tip-off that all upload speeds were to double. That's not happened yet either. Could have been a rumor but who knows?
