i have a e-machine H3990 with

Windows OS. This means you want the other OS but not Apple given the price of the netbooks. Look at the Linux powered netbooks to get your wish. Bob

I've seen people take them to shops, reload the OS and fight it tough and nail. My buddy took 3 months to give up the fight. At least I loaned him some USB webcam while he fought it. Bob

If they didn't perform to the warranty then it's a simple matter of contacting your state's
consumer protection ministry. I'm finding many are not reading the warranty and when I read them I see clauses where we pay shipping. Acer is not alone in that move to lower costs to the makers. Read those warranties before you buy. Bob

Once you stop looking in that panel or directory and start using the machine, why delete these? MSFT does clean those up over time when a
ROLL UP occurs but to delete these (given not enough detail) can't be answered what effect it would have. Bob
