I go through phases. If im hitting Pr's then thats usually my fave exercise. If im not then I hate it. Nothing really takes my fancy at the moment. Maybe flat BB bench and Skullcrushers.

Maybe instead of the decline bench, you should add an incline DB/BB press. You're not working your upper chest much with that bench routine, and it will look like you have tits.
And try to add a few more back exercises. You have 3 bicep exercises, but only 1 back. I suggest adding a bent-over row, and deadlifts.
You don't have to switch up your ENTIRE routine every few weeks, just ...

Just do some cardio if you're that worried about fat gains. Personally, I think you need to just bulk the **** up. Maybe you'll gain some excess fat, but you'll end up carrying it better. Then cut up.

There is a poster on here who in his sig has it written "If you don't weigh 200 (or 225, IDR) don't give me advice on bulking". That's basically how I feel. There are certain who I'll listen to, a few guys made massive gains in their first year of training, but for the most part I need to see someone bigger/more ...
