I've just been going through the detailed instruction sheet for the CM67z, and it has a parameter 16 which controls the actions if communications is lost. There is probably a similar parameter for the HCM200:

Several people have suggested a communication problem but that's not it. The HC60 would show a red light if it did not receive a signal and had reverted to non-communication mode. There are quite a few electric radiator valves on the market. They are 12V, 24V or 230V mains in operation.

You are half-way there with the HC60NG - this takes care of the heating demand (assuming you are using Hometronic Radiator or Manifold Controllers) but for the hot water demand you also need the Hometronic Switch Module (HS30). These 2 modules then replicate the 2 switched outputs of your existing
central heating programmer.

I have a Vitodens 200 with Vitotrol 300 remote with weather compensation. You won't
need to control it, set up the times you need heat, target temperature in the house and experiment with the weather compensation curves - mine is set to 2.1, for a week and you'll have a near constant temperature in the house no matter what is happening outside.
