You just need a normal, reasonable quality tester with the pin screwed out. Then get multiple readings in succession as it turns over. It works pretty well. Penfold mazda just bought a proper "rotary comp tester' and it cost em a few grand. You may have problems gett'n this out to your house.

Legislation for things like this can't be made retrospective. They won't be able to enforce heavier standards than those placed on the cars when sold.
