Slick: From a purely tactical point of view, I would suggest that ANY Nation "accidently" letting Al-Qaeda or some similarly agended group get ahold of a nuke would NOT be doing so "for a lark". This is not new tactics.... our erstwhile politicians are noted for their aversion to having the fickle finger of fate point at them.
ANYONE but them.
After all we can't have the general population questioning the "infallability" of our elected officials now, can we? Might cause great disquiet amongst the peons if it is noticed that politicians make mistakes, just like anyone.
