Noise Barrier Wall

In the backyard there is a concrete noise barrier wall that goes from 10ft and increases to 20ft high.  It runs the length of a one acre piece of property.  We tried English Ivy - it grew on the other side of the wall facing the expressway where there is sun.  The wall is in the shade. i have a large area of red apple on a slope.  part of it is a nice green and part of it is yellowish to brown in color.  what do i do to the part that is not green--water more, fertilize, or both.   Answer Hey, Gary. QUESTION: I contracted to have my front yard leveled, and they discovered a flag pole.  Deciding I didn't want a flag pole, they cut it off several inches below ground level.  Now the city is saying that it has to be replaced; so, does the contractor have to pay for replacing it?
