Yeah. It can be a tough choice. I think that most including myself would take Valks because they transport special troops well and have either a anti-infantry or anti-vehicle option and they're tough to take down allegedly. I don't know Valks from personal experience, however. I like

You already give the reason for taking them. They're shock troops. Dropping in behind enemy line and wreck some expensive stuff. Their gun are pretty damn good I think.

You can use
whatever you like as long as its a guardsman armed with a lasgun! That is the simple answer of course. If you want to make an effort to model them differently you could try a number of things.
